A villa built to last costs about IDR 17 to 20 million per m² for a solid quality standard, and 22 million and up for premium (excluding tax and land). And here is the part most people miss: building is still around 30 to 50 percent cheaper than buying a finished villa, at higher quality and under your control.

What the price includes (and what it does not)

A per-m² build price covers the structure, shell, roof, basic MEP and the finishes to the agreed level. It does not include the land, free standing furniture (FF&E), official permit fees, or tax (PPN). When you compare quotes, the first question is always: is this the same scope and the same quality? A cheaper number is usually a thinner scope, not a better deal.

The lowest quotes save on what you cannot see: thinner waterproofing, untreated timber, lighter structure, cheaper fittings. In Bali's heat, rain and salt air those choices return as damp, rust and cracking within a few years, and the repair bill is bigger than the original saving. Cheap is usually the most expensive option measured over ten years. The smart goal is not the lowest price, it is a quality villa built with an efficient use of budget: money goes into what lasts, premium result without an inflated price.

A finished villa for sale runs around USD 2,200 per m² (with land). Building the same villa, including land, comes out roughly 30 to 50 percent cheaper, and you control the design, the quality and the materials instead of inheriting someone else's shortcuts. Land costs the same whether you build or buy, so the saving sits on the build and the developer's margin.
